JCWSA BILLS COUNTY
AND THREATENS LAWSUIT
The BOC has received 2 invoices from the JCWSA demanding payment for
taxes they have not collected and for other monies they say the county
owes them. If the county doesn't pay up, the JCWSA intends
to sue.
I have written many things about JCWSA over the years and will continue
to remind citizens that JCWSA is an
authority that is supposed to stand on its own and not receive funding
from the county (taxpayers). Their revenue is to come from
the system they run.
In the past citizens have been told that "no taxpayer money would be
involved" and that "the JCWSA didn't answer to the BOC." However,
each time they get in trouble financially, here they come wanting money
from the county.
The
current customers of JCWSA pay approximately a 700% markup on water as
well as a "hydrant tax" that was put on their tax bills to help keep
JCWSA afloat. JCWSA continues to borrow money against the
tax and the bank continues to lend it to them.
The bills received by the County from JCWSA list 2010 as $5,589.57 due.
This is the amount of tax not collected either because of
foreclosure, late payment, or some other reason. The JCWSA thinks
the other county taxpayers should have to pay now for these late taxes!
For 2011, the JCWSA wants the county to pay them $41,982.50.
This is very close to the total amount billed on the tax bills.
When the taxes are collected the amounts are turned over directly
to the JCWSA by the Tax Commissioner. Do they want both the
people to pay the tax and the county to pay as well?

Even though there was no vote, the BOC
directed the county attorney to inform the JCWSA attorney that the
county does not owe JCWSA any money and does not intend to pay the
invoices.
